The exotic $J^{\text{PC}}=1^{-+}$resonance ${\pi }_1\left(1600\right)$ is examined in the framework of the Quark Model with Constituent Gluon (QMCG). We report the possibility of interpreting that resonance as $q\overline{q}g$ meson, with a masse $\simeq 1.65_{-0.04}^{+0.05}$ GeV, and a decay width to $\rho \pi \simeq 0.28_{-0.09}^{+0.14}$ GeV.
